قراردادِ مقاصد (1949ء) اور علماء کا متفقہ تاریخی اتحاد
Abstract
Abstract
This study explores the historical and constitutional significance of the Objectives Resolution (1949) and the unanimous Twenty-Two Constitutional Principles formulated by thirty-one eminent Islamic scholars in 1951. It examines how the Objectives Resolution laid the ideological foundation of Pakistan by affirming the sovereignty of Allah, democratic governance, fundamental rights, and Islamic constitutional values. The study further argues that the Twenty-Two Principles were a later scholarly effort to provide a practical constitutional framework rather than the basis of the Objectives Resolution. Using historical and analytical methods, the research analyzes parliamentary debates, constitutional documents, and authentic historical sources. It concludes that both the Objectives Resolution and the consensus of thirty-one scholars made a lasting contribution to Pakistan's constitutional development and significantly influenced the Constitutions of 1956, 1962, and 1973. These documents remain fundamental to understanding the Islamic constitutional identity of Pakistan.
